Status reconciliation
“READY WITH NAMED CONDITIONS” is a verbatim August 14 reviewer verdict, not a current release declaration. “Decision-complete” means the authorial and policy choices are settled. PASS in the release ledger means direct evidence for that task exists. None of these terms means the publication is ready before all 28 tasks, the implemented-package readings, and the clean 48-hour test pass.
