## Implementation and Verification Rulings

**Decided by:** Larry Todd Wilson
**Recorded:** August 15, 2026
**Authority:** This record resolves the eight implementation-policy questions identified in the August 14 condition-resolution record. It supersedes conflicting implementation instructions in earlier slate materials.

## The eight rulings

1. **Refunds and purchaser use**
   - No refunds are available.
   - No Creative Commons license will be used because redistribution is not permitted.
   - Governing purchaser-use term:

     > One purchase licenses the PDF to one purchaser for personal use on their own devices. The purchaser may not share, upload, reproduce, redistribute, resell, or publicly distribute the book or adaptations of it without written permission. Quotation and other uses permitted by applicable law remain unaffected.

   - The no-refund statement and purchaser-use term must appear unchanged on the product, checkout, and delivery pages.

2. **Commercial system**
   - Use the existing book’s payment, PDF-delivery, access-recovery, and support system.
   - Configure the new book as a separate $24 product.

3. **Source and citation checks**
   - Close every currently flagged source and citation check before release.
   - Do not publish the book or research record with known checks merely disclosed as open.

4. **Historical research report**
   - Preserve the historical report intact.
   - Precede it with a dated current-status note explaining its relationship to the completed first book, the live Warning Exchange, and the new book.
   - Record necessary corrections separately rather than silently rewriting the historical report.

5. **Existing commerce copy**
   - Audit and revise the existing book’s public sales copy.
   - Every statement about source checking, the research report, and the online verification record must match evidence that is current and publicly accessible.

6. **Announcement verification**
   - Do not publish the announcement until the 48-hour soft-launch test passes.
   - Then check it line by line against the live title, author, price, purchaser-use terms, availability, evidence links, and free Warning Exchange.

7. **Public pages and placement**
   - Both separate book pages and their independent main-site links must be live before the 48-hour clock begins.
   - Verify mobile presentation and all links before starting that clock.

8. **Field Notes**
   - Make no change to the August 13 Field Note.
   - Create a separate new Field Note, soon, explaining the two offerings.
   - The new Field Note—not an addendum to the August 13 note—will carry the current offering explanation.

## Implementation status

These rulings define the required result; they do not certify that implementation is complete. Release still requires direct evidence that the pages, product, delivery, records, links, and 48-hour test satisfy them.
